Barry Lowry is CIO for the Department of Public Expenditure and Reform, a position he was appointed to in 2016. He is tasked with delivering the Public Service ICT Strategy. Prior to 2016, he spent almost 35 years in the Northern Ireland Civil Service (NICS) on work ranging from the programming of mainframe computers to operating as a team leader in the design of client server systems. For the five years prior to his appointment, Lowry was the director who oversaw the establishment of ICT shared services in NICS. He also operated as the Head of Profession for ICT. In 2011 he was voted the Northern Ireland IT Professional of the Year by his associates.

Murray McCarter joined the NTMA in 2013. In his current role as Head of Retail, he is responsible for one of the largest savings providers in Ireland that includes a range of products under the brands State Savings, Prize Bonds and the Post Office Savings Bank. Prior to this he was Head of Credit Union Strategy and Reform at the Department of Finance, on secondment from the NTMA. Before joining the NTMA, he held a number of senior management roles with KBC Bank and Investec. He is a Certified Bank Director, a Fellow of the Association of Chartered Certified Accountants (FCCA), a Chartered Financial Analyst (CFA) and a graduate of University College Dublin (UCD).
Dr Beatrice Heneghan is Head of Information Systems and Innovation for Mayo Council where Beatrice and her team support over 1,300 users for their technology requirements in the delivery of citizen services. Previously, she held posts in ICT and Digital Transformation in Laois and Limerick local authorities. While having wide experience in the IS field her particular expertise is in the area of data strategy and governance. Beatrice chairs the local government sectoral Architecture and Standards Group (ASG). She is also a member of Lero – the Science Foundation Ireland Research Centre for Software, and the Maynooth University Business Informatics Group.
Kerrie Power was appointed Chief Executive of HEAnet CLG by the Board of Directors in June 2017. Kerrie has over 15 year’s leadership experience and a strong track record in the technology sector. Before joining HEAnet, Kerrie worked in Google in Dublin and New York and also Facebook. More recently, she has headed up technology start-ups in Dublin including Nordeus Games and YouPass Technologies.
Kerrie is a graduate of WIT, with a Bachelor of Science in Applied Computing and holds a Master of Business Administration from Liverpool University, a Diploma in Organisational Change and Transformation and a Diploma in Strategy Development and Innovation from the UCD Michael Smurfit Graduate Business School.
Kerrie represents Ireland on the GÉANT General Assembly and was elected to the board of GEANT in Nov 2019. She is also on the Board of HEAnet’s subsidiary company EduCampus.
Kerrie was also invited by the Department of Higher Education to join the Covid 19 TES Steering group as a subject matter expert, and currently chairs the connectivity sub-group of the Covid 19 TES Steering group.
Dr Eoin Byrne is Cluster Manager at Cyber Ireland, the national cyber security cluster organisation, which was launched in May 2019 and brings together Industry, Academia and Government to represent the needs of the Cyber Security cluster and address key challenges for the sector. His previous work examined regional economic development and industry clusters across a diverse range of sectors from agri-food to ICT, in Ireland and internationally, as part of the V-LINC Cluster Research Group in Cork Institute of Technology.
Daragh O'Connor is a Principal in the Information Systems Division of the Department of Employment Affairs and Social Protection. Daragh joined the Department in 2006 having worked in Revenue IS Division for 16 years. Daragh has led on a number of organisational change and service modernisation projects. Since 2014, Daragh has been responsible for the Department’s digital platform initiatives including the MyWelfare online service, the WelfarePartners digital service for business partners, the cross-Government online authentication service MyGovID, and the internal corporate portal. Daragh also has responsibility for the Department’s Central Records System and is a member of the Revenue PAYE Modernisation Board and the Department of Education & Skills Audit Committee.
Eddie is Director of the London Office of Technology and Innovation (LOTI), which helps boroughs work together, bringing the best of digital, data and innovation to improve public services for Londoners. He is also a member of the Smart London Board, a group that advises the Mayor of London. In 2018 and 2019 he was on Apolitical’s list of the World’s 100 Most Influential People in Digital Government.

Phillip is CIO for University College Dublin. He has responsibility for driving the IT Strategy and leading the IT Services Group. Previously, he was CIO and PMO Europe at Aramark. He also ran an IT services business in Germany and held a number of positions with the Musgrave Group. Phillip holds the Henley MBA, IoD Diploma and is a member of the HEAnet board and IBEC’s Digital Economy Policy Committee.
Dónal Rice is a senior design advisor in ICT with the Centre for Excellence in Universal Design and was appointed to the Board of the National Disability Authority in 2014. He has managed and contributed to the development of Irish and European standards, guidance documents and educational materials and programmes on Universal Design. He has worked closely with a number of public bodies and private companies on improving the customer experience of their website and other customer channels.
Dave Vincent is Chief Digital Officer for Tourism NI where he is responsible for accelerating a ‘Digital First’ ambition to deliver organisational change, while also providing strategic digital leadership to the tourism industry to enhance the visitor experience. With over 20 years’ experience in the IT, telecommunications, utilities, financial services and public sectors, Dave’s combination of entrepreneurial drive and business management skills empower him to translate complex business issues and requirements into commercially and technically compelling propositions. He has an inherent love of all things technical and a passion for the role that technology can play in facilitating and delivering real business change.
David Wall is CIO for Tallaght University Hospital since July 2015. Prior to joining Tallaght University Hospital, David held senior ICT positions in the Children’s Health Ireland, Temple Street Children’s Hospital and St Vincent’s University Hospital. David holds a Diploma in Strategy, Innovation and Change from the Smurfit Business School, MSc in Health Services Management and a BA in Business Information Management.

Mark Finlay is Head of Public Sector (PS) for Ireland at Amazon Web Services (AWS). With his team, including Account Managers, Solution Architects, Procurement Specialists, and Proposal Managers, he supports PS customers to drive digital transformation by leveraging AWS Cloud. This focus includes Government, National Security, Education, Healthcare, and Not for Profit Organisations (NPOs), supporting the delivery of scalable, reliable, secure, and cost effective solutions to transform public services. Prior to AWS, Mark worked as Sales and Marketing Director at Motech, providing technology to support the elderly to live independently for longer, working with channel partners, local authorities, and housing associations across Ireland and the UK. Mark also worked for Telefónica O2 Ireland leading the Internet of Things (IoT) business.
Edward McDonnell is the CEO & Director of the National Centre for Applied Data Analytics & Machine Intelligence. Prior to being appointed Director of CeADAR, Edward was European Director of Innovation & Technology Research at Fidelity Investments. The role involved prospecting for FinTech technology and investment opportunities across Europe, understanding developments in the European innovation ecosystem, and directing technology trials. Edward has also held various technical and global senior management roles in the Office of Strategy and Technology at Hewlett-Packard Europe based in England. Edward has a PhD in Analytics and AI from the University of Edinburgh, is a Fellow of the IEE & ICS, and is the named inventor on 76 granted patents. He has been awarded several international prizes including the Scientific American top 50 technologies that demonstrate outstanding leadership, Grand Award and Overall Winner for Innovation, Popular Science (USA), Horizon Award “10 Cool Cutting Edge Technologies”, Computer World (USA).
Maureen O’Rourke is Head of the Digital Transformation Programme in An Post. Maureen is responsible for delivery of An Post’s ambitious digital strategy, defining the future digital roadmap and executing the transformation program. Having held senior Digital positions in Oracle, Bank of Ireland, eir, Meteor & O2, Maureen is a seasoned digital professional, who is passionate about creating frictionless experiences that make life easier for the customer and bring value to the business.
Gar Mac Críosta is an IASA CITA-P certified architect. Since March 2020 Gar is the Product Lead for the COVID Tracker App in the Health Service Executive (HSE) www.covidtracker.ie a COVID-19 pandemic response app. Gar has worked as a Digital Advisor to the CIO in the HSE since early 2019.
